The post holder is responsible for the integrity of all data processed through the systems within their remit, ensuring compliance with SPS policies and guidance. In addition, the post holder will ensure all processes, systems and procedures are robust, controlled and will withstand audit scrutiny. As a member of the establishment’s Senior Management Team the Finance Manager is responsible for budget management and reporting that provides the necessary information and support for successful delivery of operational business. With line management responsibilities the role holder will ensure that all staff within their remit are trained to meet the ever changing demands and challenges of this busy prison.
Responsibilities
Advise the Governor and Senior Management team on all matters relating to the Finance and Administration functions including procurement, stores, court desk and parole.
Develop and manage the operational budget that will support the delivery of the SPS’ strategic business plan and the establishment’s annual delivery plan.
Provision of controls, procedures and processes to ensure compliance with SPS’ policies and guidance and provide assurance of the integrity of the information processed on the systems within the post holder’s remit.
Responsible for all financial systems and processes and compliance with the Financial Policy and Guidance Manual and other directives, including completing mandatory controls such as month and year end reconciliations and reports, safeguarding of assets and control of cash and bank accounts.
Line management of staff that will provide a structure to ensure the requirements of the posts within the Finance and Administration remit are met.
Information Executive Officer with overall responsibility for Information Security and Data Protection within the establishment in line with legislation and SPS policy.

Qualifications Requirements
Hold, or be working towards an HNC accountancy qualification, or equivalent level AAT qualification or similar. ESSENTIAL.
Experience Requirements
Experience in the management of control accounts and financial reconciliations. ESSENTIAL.
Proficient in budget setting, planning and management of income, expenditure and capital budgets. ESSENTIAL.
Experience of managing people including challenging unacceptable behaviours and generating positive attitudes in staff whilst managing change. ESSENTIAL.
Knowledge Skills Requirements
Ability to interrogate and interpret financial data that will provide management information and support decision making. ESSENTIAL.

Knowledge of Data Protection Legislation. DESIRABLE.

 

Experience in the use of Windows based finance packages and Microsoft Office applications including Word and Excel. ESSENTIAL.
Excellent communication skills with the ability to build and maintain effective relationships with a wider range of contacts and positively influence others to achieve results. ESSENTIAL.
