Working as part of the HMP YOI Stirling’s Finance & Business team, the post holder will be responsible for the provision of all aspects of procurement and stores acvitivity for the establishment and providing support when required to both CCU’s while ensuring an effective and efficient procurement service by sourcing, costing and procuring both goods and services within the parameters of SPS Procurement Policy.
Responsibilities
To work closely with colleagues and customers to define specification and requirement of goods and services which meet the needs of the establishment while providing an effective administration service, ensuring electronic and paper based communications and documentation are actioned and stored appropriately in accordance with Audit and SPS policy requirements.
Respond to and follow up procurement specific enquiries sensitively, timeously and efficiently, ensuring an excellent customer service provision is offered at all times, whilst working within the parameters of the relevant policies and legislations
Responsible for managing the movement of stock to and from the warehouse and regularly monitoring slow moving or obsolete items ensuring they are managed in compliance with SPS policies and procedures
Responsible for checking and ensuring that all manual requisition forms are signed by the requesting officer and relevant budget holder and are within designation authorisation limits prior to processing and also to ensure the accuracy of invoices received prior to preparing invoices for payment by registering on SPS Agresso system
Liase with HMP YOI Stirling’s Information Security Officer to ensure the efficient and effective management of business information in compliance with the SPS Records Management and Retention Policy specifically in relation to financial information held
Carry out any other duties as required, including cover for other administrative functions within the establishment

Qualifications Requirements
Minimum of Five National 5 (or equivalent) qualifications (including English & Mathematics) or relevant experience gained in a similar role and/or environment. ESSENTIAL
Experience Requirements

Competent in the use of Microsoft Office packages including Word, Excel and Outlook. ESSENTIAL


Previous experience of working with external supplier and partners. ESSENTIAL
Previous experience working within a finance function including managing month & year end stock. ESSENTIAL
Knowledge Skills Requirements
Ability to plan, organise, prioritise and manage workload in order to achieve results within strict deadlines. ESSENTIAL
Ability to use strong communication skills to build positive working relationships with internal and external partners. ESSENTIAL
Excellent numeracy skills with the ability to analyse, interpret and report on a range of information ensuring accuracy and attention to detail. ESSENTIAL
Understanding of relevant SPS policies and procedures and legislation including a working knowledge of GDPR. DESIRABLE
